All we really need is a "phone tree" where the user can hit '1' for sales, etc.

If you aren't hell-bent on having a corporate style, "dial 1 for..." main line, you have a lot more options. We use vonage which I'm generally happy about. The call quality is very good and you can get your voicemail by email. If you're going to be on the phone a lot, you'll really want a landline.

If you're just looking for a voicemail inbox you can use Google Voice or Skype.

As an aside, we use Ringcentral for our fax machine and I absolutely love it.

ringcentral.com has a hosted phone service that can do this. From their website:

Calls are answered and directed to virtual extensions by a professional auto-receptionist

They can also do dial-by-name directories and fax numbers.
